The Department of Civil, Environmental and Construction Engineering at The JAV名女优馆 of Texas at El Paso congratulates alumnus Oscar Fidencio Ibáñez Hernández, Ph.D., on his appointment as President (Rector) of the Universidad Tecnológica de Ciudad Juárez (UTCJ) by Chihuahua Gov. María Eugenia Campos Galván. This prestigious appointment reflects not only Dr. Ibáñez’s lifelong commitment to engineering and public service but also the caliber of leadership cultivated through UTEP’s civil engineering program.
Ibáñez, a distinguished civil engineer with more than 35 years of experience in geotechnics, environmental engineering, and public policy. His career includes impactful roles such as President of the Central Water and Sanitation Board for the State of Chihuahua, and most recently, Representative of the State Government in Ciudad Juárez, where he served for three years. In addition to his new leadership role at UTCJ, he continues to contribute to academic development as a Professor of civil engineering.
Throughout his career, Ibáñez’s has focused on sustainable infrastructure, transboundary water management, drought mitigation, and the integration of artificial intelligence (AI) into environmental forecasting. His vision reflects a rare combination of technical expertise and strategic foresight, and his leadership continues to shape regional development across the U.S.-Mexico border.
UTCJ, the largest technological university in México and one of the most expansive in Ciudad Juárez, is known for its industry-oriented educational model. Initially established to produce highly skilled technicians, UTCJ now offers over 12 academic programs—including nanotechnology, engineering, marketing, and accounting—supported by hands-on pedagogies and real-world experience.
As President, Dr. Ibáñez has ambitious plans to elevate UTCJ as a leader in semiconductor development and AI research. He aims to launch programs that will allow students and faculty alike to specialize in semiconductor technologies, ensuring alignment with current industrial needs. With partnerships already in motion, including training initiatives for students and professors at Taiwanese and U.S.institutions and industry leaders from both countries, UTCJ is poised to become a center of excellence in binational tech collaboration.
Furthermore, Dr. Ibáñez is advocating for sustainable campus initiatives, such as student-led bioenergy and automatization projects, and the implementation of dedicated AI infrastructure to ensure data sovereignty and operational efficiency. His focus on workforce-ready education and interdisciplinary research is already influencing regional educational policy and economic strategy.
Ibáñez has also expressed interest in strengthen collaboration between UTCJ and UTEP, particularly in the areas of graduate studies, joint research, and faculty development. which would enhance opportunities for students and faculty on both sides of the border.
Ibáñez appointment is not only a professional milestone but a point of pride for the UTEP Civil Engineering community. His leadership exemplifies the values of excellence, innovation, and service that define the department’s mission.
